The Lee Kuan Yew School of Public Policy’s Institute for Environment and Sustainability (IES) is focused on generating fit-for-purpose policy solutions for acute sustainability challenges in Southeast Asia, and beyond.
Our mission to generate novel fit-for-purpose policy solutions for Southeast Asia's most pressing environmental and sustainability challenges. Our vision is to accelerate knowledge critical for advancing sustainability goals championed by governments, the private sector and non-governmental organizations. We do so by conducting research, analysis, dialogues and training aimed at enhancing policy design capacity building – a critical but often overlooked component for those seeking to advance sustainability transitions. Drawing on our historical success in generating novel policy design options for water policy and governance, we expanding to focus attention on critical substantive issues denoted by climate and energy, biodiversity and land use, and sustainable livelihoods.
As part of these efforts, we are seeking to hire an Outreach and Communication Manager as part of the growing team at the Institute for Environment and Sustainability (IES)
The position will be a 2-year contract, renewable subject to good performance.
Job Description
The successful applicant will support IES’s leadership in building Southeast Asia’s leading environmental and sustainability policy think tank, housed within the Lee Kuan Yew School of Public Policy. The role holder will assist in the identification and development of innovative and collaborative philanthropic and partnership opportunities with corporate donors, foundations, governments, and other partners. He/she will provide support and capacity building to develop new partnership models, retain and grow relationships with existing partners, actively track and analyse country and regional pipelines and portfolios, and ensure the use of well-coordinated and competitive proposal management processes. As part of outreach and engagement efforts, he/she will be responsible for external communication including quarterly IES newsletter updating IES website.
In addition, the role will include managing internal organisational efforts within LKYSPP & NUS generally as well as external stakeholder engagement with Singaporean, ASEAN, and global government officials, non-governmental, business, and philanthropic organizations. The role also includes proposals for funding, and conference participation.
The position will require strong skills in administrative and programmatic management, as well as stakeholder engagement and an exceptional degree of organisation.
Key Responsibilities:
● Proactively research, identify, and develop opportunities within new and existing donors, NGOs, and multi-stakeholders.
● Enhance partnership and ensure it strategically fits the needs and priorities of each partner.
● Prepares all necessary groundwork for multi-country or multi-regional proposal development and management, assembles proposal teams for multi-country opportunities, provides effective proposal management at the regional level, and undertakes quality assurance of proposals to ensure high-quality competitive proposals in order to successfully secure business partners' funds at scale.
● Administer grant management.
● Help produce high-quality, compelling, and accurate materials to engage donors, including concept notes, specific thematic work overviews, and full proposals.
● Effectively collaborate and coordinate with teams within IES and across LKYSPP and the University.
● Attend external meetings with potential business and philanthropic partners, as needed, supporting design workshops and leading key internal stakeholders through early conversations.
● Track all donor prospects and ensure follow-through is timely and appropriate.
● Support small fundraising and cultivation events.
● Support assuring coherence in the multitude of tasks that staff and faculty are undertaking.
● Understand and effectively report to the Director on thematic/program gaps, co-financing gaps, and operational sustainability gaps.
● Support meaningful engagement in our external training-building efforts, affiliated faculty, and partners.
● For IES quarterly newsletter: Develop a template, set a schedule, create contents, blast the letter, and manage the list of recipients.
● Manage and update the IES webpage contents
Qualifications
● BA/MA in one of the social or policy sciences, communications, and business
● Knowledge of environmental and sustainability changes relevant to Singapore and ASEAN
● Familiarity with the local (Singapore) and international ecosystem of funding (including grant and philanthropic funding) opportunities.
● Strong ability to help administer grant proposals for competitive and non-competitive grant types.
● Strong interpersonal and persuasive communication ability
● Ability to confidently take the lead in the institute’s grant management, stakeholder liaison and outreach.
● Demonstration of a high level of creativity, sense of initiative, and enthusiasm in taking on new projects and seeing them to completion
● Support in the institute’s conference/events management
● Methodical and organized, with an eye for detail.
● A good team player
● Experience working with stakeholders and grant writing are desirable.

We are looking for candidates whose research focuses on specific topics such as climate change, biodiversity, sustainable livelihoods, water and oceans, and who are familiar with sociological, historical, and rational choice institutionalism, path dependency analysis, policy mixes, and policy design. We are also seeking candidates who are experts in with global and transnational environmental governance intuitions and processes, including policy innovations. Successful applicants will contribute to IES mission to advance "fit for purpose policy analysis", and its emphasis on policy design capacity building and policy learning.
