Esta problemática fue analizada en el taller sobre “Los principales vacíos normativos en materia forestal para la mitigación y adaptación al cambio climático”, organizado por la Comisión Ambiental y en coordinación con el Cuerpo de Bomberos de Costa Rica.
El coordinador de la Comisión Ambiental del Colegio, Carlos Bolaños señaló que Costa Rica tiene que hacer ajustes a su legislación para mitigar el cambio climático. La legislación actual no está diseñada para afrontar los cambios. Prueba de esto es el incremento de los Incendios forestales debido que las zonas de calor están aumentando y hay una variación en el patrón de lluvias, además no hay una preparación de la población que prevenga los incendios forestales.
En la población todavía prevalece mucha conducta irresponsable, lo que debe llevar a tomar la decisión de tener que prevenir en forma sancionatoria.
El Colegio de Abogados colabora con el cuerpo de bomberos para que esa normativa sea lo suficientemente fuerte para prevenir la ocurrencia de incendios forestales.
Analizar el tema del cambio climático y como la normativa puede colaborar en la prevención, mitigación y adaptación al cambio climático.
Las reservas de agua:
Dentro de los efectos del cambio climático hay un tema estratégico de aguas. El abogado Carlos Bolaños señala que actualmente los inviernos son más desequilibrados en términos de lluvias, se tienen áreas con muchas lluvias y otras con pocas, lo cual afecta las reservas de agua.
Los expertos consideran que un país que quiera prevenir el cambio climático tiene que tener reservas de agua. Y que no es exagerado decir que actualmente un gobierno debe medir el éxito de su gestión en relación con los depósitos y los embalses y las reservas de agua.
El agua se produce en el bosque por lo que se debe garantizar el adecuado uso y protección del bosque para la producción de agua esto lleva a adoptar políticas más novedosas para garantizar la siembra de árboles.
Uso de la madera para la captura de carbono:
Carlos Bolaños, de la Comisión Ambiental del Colegio de Abogados señala que en el país el tema de la madera ha sido mal enfocado. La principal forma de retener los efectos de gases y el efecto invernadero es la cobertura forestal y la madera.
El árbol absorbe el carbono y limpia la atmosfera. Si se hace una adecuada utilización de la madera, cualquier mueble, cualquier producto de madera se captura el carbono.
Bolaños insiste en que en Costa rica se ha estimulado el crecimiento de la factura energética utilizando materiales difíciles en degradación, cuando lo que se requiere es estimula la industria y el fomento de la producción forestal sostenible y el desarrollo responsable del uso de la madera.
El árbol en crecimiento fija más carbono que un bosque antiguo. Entonces se puede ir renovando el bosque para tener una madera más apta para capturar carbono. La pregunta es; ¿Cuál es la política del país para la producción de madera?

Forest Policy and Economics (Elsevier) has grown into a well-established and
recognized academic journal, which publishes peer-reviewed political and
economic research relating to forests and forest-related industries, which
are of a high scientific standard. It also welcomes contributions from other
social science and humanities perspectives, which make a clear
theoretical/conceptual and methodological contribution to existing
international literatures. These may include, but are not limited to,
planning, sociology, anthropology, history, jurisprudence, and psychology
research on forests.
The journal invites high quality, original submissions of research and review
manuscripts from around the globe as well as proposals for special issues,
which resulted from intense previous scientific exchange. Acceptance for
publication is subject to a double-blind refereeing process.

All Division 9 conference, Sarajevo 8-11 May 2012-05-16
The first IUFRO all Division 9 conference has been held in Sarajevo from
8-11 May this year. The conference has been hosted by the Faculty of
Forestry at the University of Sarajevo in Bosnia and Herzegovina and has
been supported by the Forest Policy and Economics Education and Research
(FOPER) project, the IUFRO Special Programme for Developing Countries (SPDC)
and the USDA Forest Service.
The first all Division 9 conference was held back to back with the "IUFRO
Directors Forum", the research group within IUFRO where deans and directors
of forest research institutions meet and discuss issues around the
management of forest research, motivating a vivid exchange of information
and experiences between directors and deans of forest research organizations
and scientists and other members of Division 9.
The conference has been a tremendous success. 170 participants from 52
countries all over the world participated in a conference not only perfectly
organized but as well mirroring the great hospitality of the conference host
in every detail. In this context a special thanks to the Dean of the Faculty
Faruk Mekić and Mersudin Avdibegovic, who was the local responsible
organizer.
The program included plenary as well as concurrent sessions. In the plenary
sessions general issues concerning Division 9 have been approached, e.g. on
social science in IUFRO and forest research or the global forest governance
research agenda. The first plenary session provided an overview of six of
the seven research groups of Division 9 and the majority of the 21 working
parties, presenting results, activities but as well the visions for the
future. This introduction has been highly valuable for a fist all Division 9
conference to introduce the groups, the members, the visions and to identify
opportunities of intradivisional collaboration. It became obvious that
social sciences gain increasing awareness and becomea more and more
important field in forest research activities.
The concurrent sessions have been organized by different research groups and
working parties. A specific focus of the conference was given by two groups
organizing six sessions each: The research group 9.03.00 Forest History and
traditional knowledge represented by Mauro Agnoletti and a joint research
group 9.05.00 and the working party 9.05. 01 organizing sessions around the
topic of assessing governance in a context of change represented by Gerard
Buttoud. Beyond sessions have been held covering the diversity of Division
9, e.g. on communication, information, policy integration, extension and
economic and legal perspectives. This diversity not only including research
but as well practitioners on communication and legal aspects has been
identified as a major strength of the Division 9.
The conference has been not only been used to exchange knowledge and
strengthen collaboration but as well to identify future pathways for
Division 9, e.g. the options for active participation in the IUFRO World
Congress 2014. Inspired by the high added value given by the participation
of FOPER students in the conference, the recruitment of young scientists as
officeholders in Division 9 has been identified as priority for the next
year.

Invitation to join on-going Rio+20 Dialogue on Forests
The Yale School of Forestry & Environmental Studies and the Governance,
Environment & Markets Initiative at Yale cordially invite you to join the
on-going Rio+20 Dialogue on forests.
Forests have been chosen as one of ten themes to be addressed by the Rio+20
Dialogues in preparation for the forthcoming 2012 United Nations Conference
on Sustainable Development. These dialogues convened by the Government of
Brazil form a unique opportunity for academic and civil society actors to
contribute their innovative and transformative ideas on key issues in
sustainable development. Conclusions and recommendations emanating from the
dialogues will be conveyed directly to the heads of State and Government
from June 16-19 immediately preceding the formal Rio deliberations from June
20-22.
The Rio+20 Dialogue on forests is moderated by a team of scientists from
Yale University, The University of Sao Paulo/ ESALQ and CIFOR.You are
encouraged to participate in the online portion of the dialogues as soon as
possible to share your opinions, experiences, research findings, case

we are happy to announce the launch of a new research programme on global
forest governance, which focusses on the international forest regime-complex.
This research programme is coordinated by Dr. Lukas Giessen (Forest Policy
Göttingen/Germany, Deputy of IUFRO Unit 9.05.02 on Forest governance; see

joint research project, which is described below.
New Joint Research Project on Fragmentation on Global Forest Governance
Within the thematic area of IUFRO Unit 9.05.02 on Forest Governance, which is
coordinated by Prof. Bas Arts together with Prof. Karl Hogl, Dr. Andreas
Ottitsch and Dr. Lukas Giessen, a joint research project on "Fragmentation of
the international forest regime-complex" has been approved by the German
Research Foundation (DFG). This interdisciplinary project will be operational
from 2012 to 2015.
The joint research project is coordinated by Prof. Max Krott and Dr. Lukas
Giessen (both Forest Policy, University Göttingen/Germany). It will i)
describe the fragmentation of existing international forest-related policies
(i.e. a regime-complex), ii) explain this fragmentation by political, legal,
technical and ecological factors, iii) analyze the steering consequences of
fragmentation with regard to specific policy goals and iv) develop options to
remedy fragmentation of international forest policies.
This interdisciplinary project brings together researchers from different
forest science disciplines: Prof. Christoph Kleinn (Forest Inventory,
University Göttingen) will analyze the use of forest-related information from
forest inventories within the policy process and its contribution to
international policy fragmentation. Prof. Peter Tobias Stoll (International
Economic and Environmental Law, University Göttingen) will analyze the
fragmentation of forest-related international and European law and its
legitimacy. A policy analysis on multi-level forest policy discourses across
policy sectors will be conducted by Dr. Georg Winkel (Forest Policy,
University Freiburg/Germany). Finally, Prof. Max Krott and Dr. Lukas Giessen
(both Forest Policy, University Göttingen) will analyze the politics of
national and international bureaucracies in the formulation and
implementation of the international forest regime and their contribution to
fragmentation.
The members of the joint research project "Fragmentation of the international
forest regime-complex" are looking forward to cooperate with other IUFRO
groups, such as the former Global Forest Expert Panel "International Forest
Regime", which has been chaired by Prof. Jeremy Rayner (University of
Saskatchewan/Canada).

Please consider it yourselves and also circulate among potentially interested candidates.
The FAO forest policy team is looking for a consultant to work on a guide for forest policy and/or nfp review/evaluation. This person should have a combination of practical experience in the matter (ideally in the context of developing or transitioning countries), analytical thinking and "easy-to-read" writing capacities. The purpose of the guide is to outline general concepts and practicalities associated with forest policy and or/nfp evaluation and reviews, based on countries experiences in the recent decades. The principle intended audience is senior government officials and the representatives of stakeholders who may be involved in a forest policy/nfp evaluation or review.
The TOR for this consultancy are attached.
This guide for policy evaluation/review is foreseen as a continuation of the guide "Developing effective forest policy" published by the FAO in 2010 http://www.fao.org/docrep/013/i1679e/i1679e00.htm
Interested candidates are kindly requested to send their CV and a short note about their experience in this field with the list of related publications to Irina.buttoud(a)fao.org<mailto:Irina.buttoud@fao.org> before April 25, 2012.
