Electronic Conference on Forests (IECF):

Forests and forestry activities provide an opportunity to address the
pressing challenge of climate change through sustainable production.
Forests also play a strategic role in mitigating critical issues, including
biodiversity conservation, water regulation, energy efficiency, pollution
reduction and mitigation, production of raw biological materials, food
safety, and human and ecosystem health and poverty.
Forests contribute to the improvement of some important development issues
focused on sustainability and responsible forest management as a shared and
essential factor to address global challenges and guarantee the
conservation and enhancement of the global forest heritage as well as the
socio-economic development of production, environmental, and socio-cultural
chains.
The global pandemic has forced us to reduce travel and to reflect on our
ability to leave scientific acquisitions as a legacy to future generations.
This reduced mobility stimulates us to maintain connections with the
scientific network using emerging technologies. This conference is an
opportunity to communicate our shared passion for forests, forest products
and services, and forest biodiversity.
The conference will discuss the state of the art of forestry operations,
wood supply chains, and ecosystem services, and objectives for the future
will be sought. Sharing and discussing the latest research findings with
the global community of scientists in the field of forests is the central
purpose of this virtual meeting.

for some of us and society at large, forests are something we take for
granted.
The COVID-19 pandemic teaches us differently: The attached commentary study
shows *exploding forest visitor numbers during the lockdown, thus revealing
forests as part of the critical infrastructure during a pandemic*. Based on
the lessons from Germany, it starts discussing some implications for forest
management and policy, with the potential to inform decisions in other
places as well. So please feel free to distribute.

The *XV World Forestry Congress will be hosted by the Government of the
Republic of Korea from 24 to 28 May 2021* and held at the COEX Convention

The Congress will bring together global forest stakeholders to review and
analyze key challenges facing the sector and ways to address these. *IUFRO
has always played a very active role at the WFC contributing alongside

Research Organizations. Its aim is to introduce, in a timely fashion,
significant findings in forest research from IUFRO officeholders and member
organizations to a worldwide network of decision makers, policy makers and
researchers.
IUFRO will encapsulate, and distribute in plain language, brief, topical
and policy-relevant highlights of those findings, along with information on

be distributed in a periodic series of emails as well as blog postings.

"Forest landscapes (FLs) are often the basis of local economies and social
identity," said Professor Andreas Bolte, Head of Institute at the Thünen
Institute of Forest Ecosystems in Eberswalde Germany.
"In past, many forests have been heavily degraded by unsustainable
practices, and today they are still under heavy pressure worldwide through
the loss and degradation of forests, conversion to other land uses and,
increasingly, climate change," he said.
Dr. Bolte is coordinator of the IUFRO Task Force (TF) entitled: *Transforming
Forest Landscapes for Future Climates and Human Well-being*.

This "new IUFRO TF is dedicated to providing and communicating the
scientific basis for transforming FLs to climate-resilient land use systems
that provide a full spectrum of ecosystem services for current and future
societies," he said.
"Our major goal," he said, "is to develop practical pathways for FL
transformation that lead to landscapes that better fulfill future needs of
local stakeholders and society at large throughout the world."
By facilitating the collaboration of researchers in many different science
fields – natural, social, and educational sciences – the TF will achieve
its goals, Dr. Bolte said.
As important as the multi-disciplinary areas of expertise of the TF
researchers, is the aspect of translating global Forest Landscape
Restoration (FLR) concepts into local contexts, he said. That is because
all forests – and the societies that dwell in or near them and depend on
them – are not the same.
Those sentiments were echoed by Dr. Mercy Afua Adutwumwaa Derkyi, a deputy
coordinator of the TF. "Our TF team," she said, "comes from different
continents, regions, ethnicities and genders and has expertise in natural
and in social sciences.
"It's a major step to bridge the different cultures and ethnicities – and
the different forests with their different stressors and management
issues," she said.
Dr. Derkyi is Dean of the School of Natural Resources and a senior lecturer
at the University of Energy and Natural Resources in Sunyani, in the Bono
Region of Ghana.
To illustrate her point about different management approaches, she said:
"In Ghana one cannot use the same standards and principles to restore
forest reserves under total state management that one would use with
"off-reserve forests" (forests interacting with other land uses –
agriculture, mining, etc.)
That is because "there are different management regimes, stakeholder
dynamics and interests, tenure issues, benefit sharing mechanisms, policies
and legislation, etc.," she said.
Dr. Bolte added: "In any forest the integration of biophysical conditions
(site, climate, etc.) with societal needs and perceptions, as well as
technical options for FL transformation are the focus.
"By neglecting any one of these factors you significantly reduce the
success possibilities of FL transformation processes.
"Implementing FLR on the ground requires translating the FLR concept into a
local context; through a proper process in which multiple stakeholders are
key. That's our most important challenge," he said.
Dr. Bolte said the TF will use a "best practice" approach to illustrate FL
transformation options that have worked well in certain regions and may be
transferred and adapted to work in others.
As one example of such a best practice, a "decision tree" model was cited.

The decision tree shows the appropriate restoration method, depending on
management objectives (reconciled with local stakeholders and
beneficiaries) and prevailing site conditions (local climate, soils,
vegetation structure etc.).
It offers two paths forward – passive or active restoration – including
starting conditions, treated area and method for restocking the area with
trees (natural regeneration, planting, etc.)
Such a system allows restoration practitioners to select the most
appropriate option, and one that is acceptable to local stakeholders, for a
given site/forest.
"Targeted education and training activities are crucial," said Dr. Bolte.
"It's important to elaborate the right tools to bring FL transformation in
the desired direction. This can include guidelines, scientific papers,
online portals, etc. It is critical to address the decision makers and
local communities with educational measures and training.
"The preferred outcome of the TF will be if FLR professionals and landscape
managers in various regions are informed about, and welcome, the TF
knowledge and training products for application in their local contexts,"
he said.
And Dr. Derkyi said: "For me, success is translating our scientific outputs
into outcomes that will have impacts on the ground. Given the depth and
variety of our TF team, I believe we will achieve this."

Message by the President and Executive Director of IUFRO
Dear members of the IUFRO Network, dear colleagues,
On 21 March the world should be celebrating the International Day of
Forests and World Wood Day to draw attention to the importance of forests,
trees and forest products for all life on earth.
Sadly, most public celebrations had to be cancelled, including the main
World Wood Day events, because of the unprecedented health crisis so many
countries all over the globe are currently facing.
The current pandemic dramatically demonstrates the need for effective
collaboration at a global scale and for unbiased scientific evidence.
People are now depending on scientists to provide clear explanations,
sensible guidance and effective solutions to overcome this crisis and to be
better prepared for similar situations in the future. This goes far beyond
medical and pharmaceutical research, as the crisis will have major social,
economic and environmental consequences. Intense global research
collaboration and knowledge-sharing in all fields, including forest
sciences, will be more important than ever.
Against this background, we would like to assure you that the IUFRO Network
is in place to support your collaborative efforts, especially by
disseminating relevant news and information through all IUFRO communication
channels.

*IUFRO Spotlight* is an initiative of the International Union of Forest
Research Organizations. Its aim is to introduce, in a timely fashion,
significant findings in forest research from IUFRO officeholders and member
organizations to a worldwide network of decision makers, policy makers and
researchers.
IUFRO will encapsulate, and distribute in plain language, brief, topical
and policy-relevant highlights of those findings, along with information on
where/how to access the full documents. The *IUFRO Spotlight* findings will
be distributed in a periodic series of emails as well as blog postings.

Current forest-related challenges are best addressed from a
multi-disciplinary perspective.
Integrating knowledge from biophysical and socioeconomic sciences can
provide more complete analyses of forest issues. These, in turn, are of
more direct value to forest decision makers and practitioners.
That's one of the primary reasons underlying the IUFRO Task Forces (TFs).
"The TFs serve as the platforms for scientists from different disciplines
to work together and contribute their wisdom to the most pressing forest
issues and international challenges," said Dr. Shirong Liu, IUFRO
Vice-President for Task Forces.
Professor Liu, Chief Research Scientist in Forest Ecology and Hydrology at
the Chinese Academy of Forestry, where he also serves as President of the
Academy, noted that the TFs – there are currently nine – have been
established to run during the present five-year period (2019-2024), and
focus on new or emerging topics that are centered on priority areas of
IUFRO Strategy.
"This encourages activities across the full spectrum of IUFRO's
disciplinary expertise and enables IUFRO to establish new TFs periodically
as new challenges or opportunities arise," he said.
The nine Task Forces he will oversee are:

Each TF links back to, and will address challenges relating to, IUFRO's
overarching themes of Forests for People; Forests and Climate Change;
Forests and Forest-based Products for a Greener Future; Forest, Soil and
Water Interactions; and Biodiversity, Ecosystem Services and Biological
Invasions.
The TFs are led by a Coordinator and usually involve a small group (up to
four) of Deputy Coordinators. That group works with a much larger network
of individuals from within and outside of IUFRO who are engaged to varying
extents in particular sub-projects, involved in workshops and other
meetings organized by the TF, and contribute to the publications and other
major products of the TF.

IUFRO President John Parrotta said: "What all recent TFs have had in common
is a very high level of activity and productivity, thanks to the excellent
leadership of their coordinators (or coordination teams) and the sustained
energy that these often very large multi-disciplinary groups seem to
generate."
Dr. Parrotta, National Research Program Leader for International Science
Issues with the U.S. Forest Service, is also a former IUFRO Vice-President
in charge of TFs.
Dr. Liu has high expectations for the TFs. "I expect every TF can
accomplish their objectives and goals, as set," he said. "And their
outcomes and achievements can improve our knowledge, produce solutions, and
assist in better informed decision making and science based policy and
governance in forest management.
"Secondly, I hope the inter-divisional and cross-disciplinary cooperative
and synergistic actions derived from the TFs can contribute to IUFRO's
strategic goals through both their work outcomes and their experience in
mobilizing cooperation.
"And finally, because the TFs involve various stakeholders from different
circles, both inside and outside IUFRO, I hope they will deepen
understanding about the expectations of different stakeholders toward IUFRO
and better serve the science-policy interface," Dr. Liu said.
Not all forests are alike. Nor are cultures and perspectives. So Dr. Liu is
enthusiastic about the diversity in the makeup of the TFs.
Of the eight TFs that have complete membership, there are 282 members from
more than 52 countries in Europe, Asia, Africa, Latin America, Oceania and
North America representing universities, research institutes, international
organizations, government departments, intergovernmental organizations,
foundations, charities, forest societies and enterprises.
>From a gender perspective, for the nine TFs there are six women among the
19 deputy coordinators. And the joint IUFRO-IFSA Task Force on Forest
Education is co-coordinated by a woman and a man.
Dr. Parrotta noted that during his 2014-2019 term as Vice-President in
charge of TFs "we saw a much higher and consistent level of activity among
our TFs.
"I think this is due to two factors. First, TFs are initiated by
officeholders from within Divisions who are highly incentivized to expand
the work of their units (Research Groups or Working Parties) to include a
broader range of disciplinary expertise on their selected TF topics. We
also instituted a more thorough and demanding process for TF proposals that
involved two rounds of review by Board members; this ensured compliance
with a number of criteria related to broad inclusion (in TF teams), clarity
and feasibility of workplans, and availability of resources for
accomplishment of TF objectives.
"Most of the Task Forces established during the 2014-2019 term greatly
exceeded expectations in terms of their productivity, impact, contributions
to major international scientific meetings, and establishment of durable
working relations with new partners within and outside of the scientific
community," Dr. Parrotta said.
Dr. Liu complimented Dr. Parrotta for laying "a solid evolving basis for
managing the task forces" and said in his own TF overseer role he will "try
my best to make full use of the valuable assets accomplished by my
predecessors to motivate, coordinate and encourage the alignment of work
from all IUFRO Task Forces."

has been increasing, and, in parallel, the area occupied by the species has
