Capacity Building for Forest Landscape Restoration (FLR) Implementation in
Sri Lanka

Conservation and Management Project (ESCAMP), IUCN Sri Lanka and IUFRO

FLR through developing a critical mass of well-trained practitioners.*

Dear colleagues,
I would like to take this opportunity to express my sincere appreciation
for your continued support of IUFRO during this past year. Thanks to the
commitment and initiative of our Members and voluntary Officeholders, and
of course the dedication and leadership provided by the IUFRO Headquarters
"Dream Team" in Vienna, we have much to show for our work in 2023.
The IUFRO network continues to provide a vital platform for global
scientific exchange in all fields of forest science and its application for
a more sustainable world. Our many activities this past year have included
a variety of in-person, online and hybrid meetings, workshops,
capacity-building courses, publications, podcasts, and other networking
events organized by our Members and Officeholders in IUFRO Divisional units
and Task Forces, as well as IUFRO's Special Programmes and Projects. The
importance of interdisciplinary and intersectoral collaboration was a major
theme highlighted in many events, including two regional meetings convened
in Dehradun, India <https://www.iufro.org/uploads/media/news23-4-5.pdf> (in
March) and Curitiba, Brazil
<https://www.iufro.org/uploads/media/news23-10-11.pdf> (in September) that
focused on the role of science in building sustainable, resilient
landscapes for the benefit of people and nature.
IUFRO continues to play a highly visible role on the world stage through
our engagement in a number of policy fora including the UN Forum on Forests

involvement in the Collaborative Partnership on Forests
<https://www.fao.org/collaborative-partnership-on-forests/en> (CPF
<https://www.fao.org/collaborative-partnership-on-forests/en>). Under
IUFRO's leadership, the Global Forest Expert Panels Initiative
<https://www.iufro.org/science/science-policy/gfep-initiative/> -
coordinated by IUFRO's newly established Science-Policy Programme
<https://www.iufro.org/science/science-policy/> – produced a major global
scientific assessment on Forests and Human Health
<https://www.iufro.org/science/science-policy/gfep-initiative/panel-on-fores…>,
launched on the International Day of Forests on 21 March.
IUFRO's many partnerships <https://www.iufro.org/discover/iufro-partners/>
with inter-governmental, governmental, private sector and non-governmental
institutions, continue to thrive. TEAMING UP 4 FORESTS
<https://teamingup4forests.com/>, a Science-Business Platform initiated
with the Mondi Group in 2021 to better understand climate change impacts on
forests and identify response measures in line with the Sustainable
Development Goals, organized several important activities in 2023. A new
IUFRO-led project - WOOD for GLOBE
<https://www.iufro.org/science/partnership-projects/wood-for-globe/> - a
collaborative effort with FAO and the Centre for Bioeconomy of the
University of Natural Resources and Life Sciences, Vienna (BOKU), with
support from the Austrian Federal Ministry of Agriculture, Forestry,
Regions and Water Management (BML), aims at creating a global wood policy
platform to support the use of sustainable wood for a carbon-neutral
bioeconomy worldwide.
The 2023 IUFRO Board meeting, hosted by the Indian Council of Forestry
Research and Education (ICFRE) in Dehradun, India on 27-28 March 2023 was
historic, yielding a number of decisions critical to advancing our
post-2020 Strategy and strategic goals. These included recommendations
(subsequently approved by IUFRO's International Council) for: (1) the host
of the 2029 IUFRO World Congress, to be held for the first time on the
African continent, in Nairobi, Kenya, and (2) the membership of the IUFRO
Board for the 2024-2029 term beginning at the end of June. The new Board
will be significantly more balanced in terms of gender and
regional/cultural representation and led by the first female President in
IUFRO's 132-year history, Prof. Daniela Kleinschmit from the University of
Freiburg, Germany.
Looking ahead to 2024, preparations for the upcoming XXVI IUFRO World
Congress <https://iufro2024.com/> "Forests & Society Towards 2050" in
Stockholm are well advanced. This Congress presents an opportunity to
showcase the many roles that forest science and our diverse global forest
science community play in optimizing the contributions of forests to the
2030 Agenda and its Sustainable Development Goals, the 2050 vision of
Living in Harmony with Nature of the Convention on Biological Diversity,
and to meeting the critical climate target of zero net emissions. The
tireless dedication and enthusiasm of the Congress Organizing Committee,
the Congress Scientific Committee, IUFRO Headquarters, and the hundreds of
IUFRO Officeholders who have been involved in the organization of the
scientific program, guarantees that this will be a fantastic Congress. I
and our Swedish hosts and partners in the Nordic and Baltic region look
forward to welcoming you to Stockholm in June 2024.
I wish you and your families all the very best during this holiday season,
and a happy, healthy, peaceful, and fulfilling New Year ahead.

improved coordination and communication with international and national
actors are crucial for ensuring a sustainable future of Ukraine's forests. *

Forests in Ukraine make up about 16.5% of the country's territory and
fulfil important functions including support of rural livelihoods,
conservation of biodiversity, and protection of agricultural land against
erosion.
Currently, they are heavily impacted by two main factors: climate change
and the ongoing war. In addition to the degradation and dieback of forests
as a result of storms, pests, diseases, and wildfires, the war has damaged
large areas of forests and made them inaccessible due to contamination with
unexploded ordinance. The war also disrupted research and education
infrastructure, including the regular collection of forest-related data,
and led to the displacement of forest scientists and students to other
parts of the country or abroad.
Robust science, strong policy support and quality forest education are
needed to tackle these challenges. However, forest research and education
are struggling in Ukraine. Main challenges include strengthening research
capacity for addressing priority research areas and underrepresented
research fields, maintaining, circulating, and digitalizing quality
research data, promoting excellence in forest science, involving
researchers in networks and collaboration, and, more generally, the need
for more science-based policy making and forest management on the ground.
There is also a clear need to increase the attractiveness of forestry
programs and careers, for example, by adapting university curricula to
include more environmental, social, and political sciences, facilitate more
exchange with international and national peers and networks, improve
English language skills, and offer more practical experience. Moreover,
there is often a lack of awareness of existing opportunities of
collaboration and a lack of capacity to participate in international
projects, or the absence of topics related to Ukraine in the projects.
These and other major challenges were identified during the two-day
hybrid *Forum
on Ukraine Forest Science and Education: Needs and Priorities for
Collaboration *on 21-22 November 2023 at the IIASA premises in Laxenburg,
Austria. The event was organized jointly by the National University of Life
and Environmental Sciences of Ukraine (NUBiP), the International Institute
of Applied System Analysis (IIASA), and the International Union of Forest
Research Organizations (IUFRO), with support from the Austrian Federal
Ministry for Agriculture, Forestry, Regions and Water Management (BML).
"The forum brought together Ukrainian forestry students, early and
mid-career forest researchers and representatives of leading European
universities and international institutions to discuss practical measures
and strategic steps toward supporting sustainable forest management in
Ukraine," notes Forum Chair, Professor Sergiy Zibtsev (NUBiP/IIASA).
"International collaboration in science and education is crucial to
overcome the challenges posed by war and climate change. When planning this
forum, keeping in mind the background and missions of the host
organizations NUBiP, IIASA and IUFRO, a deliberate decision was therefore
made to focus on forest research and education needs and priorities of
Ukraine to address a gap in ongoing international collaborative efforts"
says Alexander Buck, Executive Director of IUFRO.
"An integrated and systems-based approach is suggested to support forest
science and – together with a healthy forest education system – prepare the
sector for speedy recovery now in order to ensure forest restoration in the
mid- to long-term," says Florian Kraxner, who leads the Agriculture,
Forestry, and Ecosystem Services Research Group in the IIASA Biodiversity
and Natural Resources Program.
To address these and other priority areas for international collaboration
that were identified at the Forum, participants suggested a series of ad
hoc and mid-term activities considering impact, budget needs, and ease of
implementation to enhance international collaboration. A report summarizing
the main outcomes of the Forum will soon be published and shared widely
with the intent of mobilizing coordinated and impactful action by
stakeholders and policymakers in support of forest science and education in
Ukraine.

consolidated scientific evidence on the relationship between forests and
human health in the Asian region. It aims to support policymakers and
stakeholders in Asia and beyond, including government officials at all
levels as well as global international organizations, in their ambition to
ensure sustainable development that takes into consideration the health of
humans and nature.

The publication titled "Forests for Human Health in Asia. An Expanded
Policy Brief" is based on the detailed analysis of information contained in
the global assessment report "Forests and Trees for Human Health: Pathways,
Impacts, Challenges and Response Options" (IUFRO World Series Volume 41,
March 2023), which was developed in the framework of the Global Forest
Expert Panels (GFEP) joint initiative of the Collaborative Partnership on
Forests (CPF). Additional research focusing on Asia was carried out to
complement the findings of the global assessment.

The global assessment confirms that forests, trees, and green spaces have
immense potential to contribute to the mental, physical, and social health
and wellbeing of humans at all stages of life, from the prenatal stage to
the elderly. They provide nutritious food and medicines, support climate
change mitigation and adaptation, filter air and water pollutants, and
offer areas for recreation. At the same time, poor practices of
conservation and management of forests can result in adverse effects on
human health with the emergence of zoonotic diseases, forest fires, and
allergic outcomes.
"While forests are an important component of climate change and
biodiversity policies, there is a lack of awareness in Asia and elsewhere
of the complex and vital relationship between forests and human health and
wellbeing. Decision-makers need to include forests and human health
relationships in relevant policies urgently, as the various global and
regional challenges continue to influence both sectors," says *Dr.**Xiaoqi
Feng, *Professor, University of New South Wales, Australia.
"Decision-makers in both forest and health sectors should also adopt more
integrated approaches such as the One Health framework, which recognizes
that the health of humans and the health of animals, plants, and the wider
environment are closely linked and interdependent. Asia can be considered a
cradle of more integrative and close-to-nature healthcare, which provides a
strong foundation for adopting such new frameworks," says *Dr. Payam
Dadvand**, *Associate Research Professor, Barcelona Institute for Global
Health (ISGlobal).
Health outcomes of forests and trees differ between urban, rural, and
forest-dependent communities. In the context of Asia, although most forests
are publicly owned (90% in South and Southeast Asia and 88% in Western and
Central Asia, for example), a significant population in the region are
forest-dependent communities. Approximately 481-579 million Indigenous
People and Local Communities (IPLCs) in Asia depend directly on forests for
food, medicine, and livelihoods, all of which affect health and wellbeing.
"Therefore, attention must be paid to ensuring equitable access to
resources and improving local livelihoods through tenure rights, as
increased access to forest resources can have a significant impact on human
health, particularly among forest-dependent communities," says *Dr.
Unnikrishnan Payyappallimana*, Professor, Transdisciplinary University,
India.
Asia has also seen large-scale transitions recently, such as a population
shift from rural to urban areas. The speed and scale of urbanisation and
population growth in cities across Asia over the last 50-70 years have been
unprecedented.
This has coincided with a shift in disease burden, where increase in life
expectancy and decline in some communicable infectious diseases and infant
mortality have been replaced by rising levels of non-communicable diseases
(NCDs) such as hypertension, diabetes, and cardiovascular diseases. In
fact, the rise in NCDs in Asia is among the highest in the world and aligns
with processes of urbanisation that have fostered car dependency, sedentary
and stressful lifestyles, and the adoption of caloric 'Westernised' diets.
"There are no simple, *one-size-fits-all* solutions for the design and
planning of forests and green spaces for health, as contexts are very
different across Asia. It is crucial that decision-makers in Asia in both
forests and health sectors understand the contexts that result in positive
health and wellbeing impacts to ensure that policies and strategies
effectively secure and enhance them," says *Dr. Shureen Faris Abdul Shukor*,
Associate Professor, Universiti Putra Malaysia.
Several case studies of natural ecosystem restoration and reconstruction in
Asia have already demonstrated the potential to strengthen synergies
between health and other benefits from forests while minimising trade-offs.
"Successes and lessons learnt from such cases can inform strategies to
promote sustainable economic development while maintaining the
sustainability of forests and enhancing the provision of essential
ecosystem services that contribute to human health and wellbeing,
especially among vulnerable population groups," says *Dr. Cecil
Konijnendijk*, Honorary Professor, University of British Columbia, Canada.
